JIRA7.2 Script Runner Create Issue when new option is added to a multi select custom field

Hi,

 I need some help in a use case.

We have a Multi Select Custom Field named 'Program'. We keep adding new options to this custom field when new programs are initiated in our production.

I want to create a new Issue whenever there is a new option added to this custom field but without any issue context. 

Is this possible and if so how I may achieve this?

Any pointers in this regard is appreciated?
