I was wondering if there is any way to automate the process of creating a file structure for google drive when a new issue is created.
Currently, when we create an issue in Jira the team member goes into Google Drive and creates the files manually.
Is there a tool, plugin, or solution that someone else has used.

I did a bit of searching on this for you and there are a lot of add-ons that have the ability to do better linking between the two systems viewable at the link below, but they all appear to be link from the Doc back to Jira and I was not seeing any direct mentions of an option to create files in drive from Jira in the listings or the documentation of the apps that can be found under the support tab of the listings:
I would still recomend checking these add-ons out on the trials or contacting the vendors to see if that capability is avaliable, but I also found the following post discussing this a bit noting that appfusion has an import and export function between jira and Google drive, however the noted options are for Jira server only, but I would recomend reaching out to their listed email to see if they have a cloud option avaliable or possibly coming soon:
