JQL Subscription email delivery time

I have several JQL queries set up with Subscriptions to myself that I have set to run at 11 am EST each day.  I have my date configured in my profile as EST, yet I get these queries at 6 am each day + I'm not getting all of them and I have verified that all the subscriptions look the same.

Has anyone run into this?

What is the Time Zone setting at the System level for JIRA?

Filter Subscription run times are based on the System Time Zone setting rather than the timezone setting of the user creating the subscription. See
