You can try to check if the description contains any mentions of the user id in question.

In my example searched for the user "Automation for Jira". 

Using more of the advance JQL capabilities you can drill down or combine more filters to seeks what you need: https://support.atlassian.com/jira-service-management-cloud/docs/jql-operators/
