JQL to show FIxVersions with no progress?

Ok before you jump on the easy answer thinking I am asking FixVersion=EMPTY what I am actually looking for is JQL that recognizes when any FixVersion has no Issues linked to it. In other words when you go to the releases icon you can have a fix version that says progress is No Issues. I want to get a list of all FixVersions that have no issues or no progres made against it.  

I do have scriptrunner installed. The reason I want this is because I have a cateogry that covers 5 different projects, and I want to see how many fixVersions are there that have not been populated with work yet. I can count them manually but a JQL would be better.
