JSS installation is not completed error in Jira Scripting Suite

We are getting several JSS errors in the log file with the following error information:

/secure/EditIssue.jspa [quisapps.jira.jss.ScriptingManagerImpl] JSS installation is not completed

There are no error shown in the screen that is why it was hard to capture this error but there are few times that our server has been slowing down. We aren't sure which one causes it so we are trying to troubleshoot by isolation.

We are also getting same error, any solution for it.
