I have not seen anything from Atlassian that prices are going to get cheaper for Jira Align. It is meant to be an enterprise agile planning solution and most enterprise solutions are expensive.
There are some apps in the Atlassian Marketplace that could probably meet your need and might be cheaper. You should check out BigPicture and apps like it.
