Is "Planned dev start" a field in the Epic issue that records the planned dev start date?
When you say "story created" would you want to compare the Creation Date of the story to the Planned Dev Start date of the Epic? Or would you want to compare the Planned Dev Start date of the Epic to the date the story is added to the Epic?
This task can be completed using the Automation for Jira feature. The exact steps depend on the answers to the above questions.

Newly created story will fall in backlog unless creator do not assign sprint name while creating a story. If you really want to know the scope then go to sprint report and check * in front of issue

If you're are Jira Admin (Not project admin) then yes you can. Also, it is enterprise custom, only your organization Jira Enterprise admin can set this.
