No this is not possible, a issue type screen scheme can have multiple screen schemes, one per issue type specified in the the Issue Type Scheme.

Related each screen scheme can have a maximum of three screens, for actions create, edit or view

No a project always has 1 issue type screen scheme.

The issue type screen scheme consists of 1 or more screen schemes. Those screen schemes are tied to issue types.
And the screen schemes can have several screens for the different actions: view/ edit/ create
