Jira Cloud Migration Assistant won't install on server

I'm trying to transfer the data from a Jira server onto the cloud.

I'm not clear why but the Jira Cloud Migration Assistant won't install on to the server.  The log file simply says "failed to install app plugin" and gives no further details.

I've tried installing from both the apps search and from the atlassian marketplace.

The server is running Jira Version 8.7.1.

I can't do a Jira Site Import because the server contains users from external directories.
