Not sure if this is possible within the features of Jira Cloud, but I am trying to create a custom field that can retrieve the names of a external Active Directory, including those names from users that doesn't have a Jira account. I was trying with "User Picker (single user)" option, but it seems that it only can retrieve from users that actually have Jira access (account) .

there is a Jira cloud App called "External Data for Jira Fields" that allows you to synchronise an external data source into field options of native Jira custom fields.
Maybe this helps you solve your use case.

The User Picker Custom Field in JIRA can indeed only return users with a valid license and added to JIRA, however, we would like to know more details about the reason and final goal you are looking for to implement this functionality.
Would you use this field just like a way to inform the user related to that ticket or would they have any interactions in the issues (Actions, notifications, etc)?
As a possible workaround, you can create (Or bulk import using REST API) a select list adding all the users from your external AD as an option of that select list, allowing you to select it in the issue view.

We want a field that the name of the person on it doesn't necessarily need access or any interaction with Jira. This is more in the sense to have that field in Jira in a more informative way like who is the stakeholder or person of reference for this specific ticket. Might be nice to be able to send email about the notification.
