Jira Comment Deletion Sends Email to Everyone

In my JIRA project, whenever someone deletes a comment, everyone that has access to JIRA gets an email about the deletion. These people are not on the watch list. Where is the menu item to prevent this mass spamming.

Check your notification schemes.

Look for Comment Deleted event in the notification scheme of your project.
