Jira DB, assignee field

Is it actual behavior that fields like assignee, reporter will display JIRAUSER id instead of name, email in Jira database?

Why are you looking at the database? It is the worst possible way to look at Jira data.

The direct answer to your question is "yes, sometimes it is", but that does not help you solve your problems.

What are you trying to do here? What is the question your people are asking of you?
