We require a daily e-mail report going to each user with jira tickets assigned to them that are not closed, any idea how to do this for a specific project?

That is very easy. Each user should subscribe to the "assigned to me" filter. In the subscription you can configure the interval of the sent mails.
where can I find this? I cant see it under issues > Manage Filters

It should be there. Under Manage Filters you'll find several tabs on the left hand side. Select the tab where the filter is on to which you want to subscribe. Then, in the list of filters, there is a subscribe link in the 5th column.
