We will be upgrading to JIRA Data Center edition with HA.

I noticed this in the requirements:  "Each JIRA node must run on its own machine (physical or virtual), with a separate machine for the shared services. The shared services machine must be accessible by each node."

What exactly is the "Shared Services Machine" ?

We will have 2 Servers for HA.  Not sure what the separate machine for the shared services is for.  Is this a Network Storage Device or a physical/virtual machine?

Yes, like a Shared NAS within the same data center.

Yes. Data Center necessitates that you have separate servers for each application node, and then "shared" services like your File System and Database operate independently.

On Sever you can run all that on one box if you like.
