Jira Enterprise, Sandbox doesn't copy Software projects

Hi,

I have a Jira Enterprise instance. I created a sandbox using the sandbox feature, and I copied all production data including media files from a Jira site that has over 30 software projects.

The data was "successfully" copied but none of the software projects from the production site have appeared in the sandbox. It seems to just have imported the user list. Is there a reason for this? Should I just start over with a new sandbox?
