Can I achieve the following Hierarchy in Jira in the oder mentioned;

Initiative

Feature

Epic

Story

Jira Software only does Epic -> Story -> Sub-task, so you'll need an app to provide the other layers.  Advanced Roadmaps is the Atlassian option, with Structure being the other option.

If you are talking about roadmaps it's epic to either story or sub-task by default
