Jira Issue Collector - Does it require a webpage as a front-end?

Hi - not very familiar with the Jira Issue Collector, so reaching out for guidance. My limited understanding is this feature requires a webpage as a front-end - is this accurate, or are there other options for using this feature?

Yes, you need a website in which you will embed the code for the Jira Issue Collector.
