Hello all,
I own Jira and Jira Help Desk.
When a Jira Help Desk user creates a new ticket for a specific project, in Jira that new ticket is assigned directly to a person.
How do I change this person? I modified the project manager of this project to put the new person but it does not work.

So, for the JSM project in question:
Look in the Project Settings -> Details
Take a look at the Project Lead value and Default Assignee. Make sure the person you want is identified as Project Lead.
If it doesn't work, there may be some automation at play.
