Jira Labels availability in org

I have a question if a user creates a jira label, will those labels me made available to all users within in the org or is it only per user who makes them? 

We have two users who made a set of labels however the other user isn't able to use them. any idea on why this could be? 

How can we fix it?

Welcome to the Atlassian community.

Values that exist currently in the Labels field should be available for use in the Labels field of all issues in all projects in a Jira instance.

If that is not your experience can you provide some screen images showing that the values exist currently in an issue, and what the other user sees when they try to use those values but don't find them available?
