When a User (business unit) creates a JIRA for software work, I want to be able to approve/decline that JIRA before allowing it to be reviewed by the assignee (set by work flow).
There are two people who can approve work. Once it's approved I want sent to the correct assignee.
How in workflows do I do that? Is that through Conditions on the Transition???

When you say that you want to approve it before it's sent to the assignee, what do you mean by that? You don't want them to be able to view the ticket? Or they can't transition it to in progress?
Correct. I don't want them to view or see it or transition it. Any of the above. I only want them to transition and work on only those that I approve.

Try setting up a default security level for the tickets. They should be restricted such that only the reporter, and the two people that can approve can see them. On Approval, take the security level away so that all developers can see it.
