Jira Not Able Use Rovo Coding Plan

I added the Rovo Agent product to our site, and also enabled Coding Plans for Jira. However, when I view a Jira ticket, I see the option for Coding Plan but when clicked, it states the user must read permission on the repository that I select. But, my user does have repository access.
