Jira Plugin that suggests issues to be linked

We have a convention that issues with a certain focus should be linked to related issues (e.g. for a customer or current project).

To help users do this, I would like to have a plugin that

  • allows to setup a mapping of keywords to issues
    • Example: keywords ["bla", "blub"] are mapped to issue "SE-132"
  • when an issue is created, the plugin searches in title and description for keywords
    • if a matching keyword is found, and the issue has not been linked yet, it suggests to link the issue
  • it would be nice if suggestions appear also for existing issue, when viewing their details
  • it should not create links without user action (not automatically)

What I want is similar to what my email client does when I write "attachment" and I did not yet added an attachment: It gives me a hint that I may want to add an attachment.

Note that I am aware of issue templates in JIRA. These are useful. However, they are not strict (can create issue without it), and not always present.

The goal is to assist our Jira user (myself included) to link relevant issues without forcing more rules or workflows on them.
