Jira Server 7.10.x Issue with importing Owner Team Tempo Custom Team Field

I'm trying to import a csv and set the Owner Team during the import. Owner Team is a Tempo Team Custom Field. Every time I try the Owner Team value, which is valid, does not get set. I can create an issue within Jira and set the Owner Team value.

Any thoughts why the import won't work?

Forgot to mention Owner Team is a custom field type Team (Tempo)

I think it may get populated dynamically when it is clicked.
