I need to understand the following scenario.
Vendor lists app in the marketplace and it is paid by a user.
User pays the one time fee according to the number of users it has on server and is entitled to 12 months maintenance.
During the maintenance period vendor releases one more version to fix bugs.
After the maintenance period vendor releases one more version to fix more bugs.
After the maintenance period vendor releases one more version to fix a major Atlassian version change. For example from 7 to 8 where the API changed so the code in the app needs to accommodate that.
Since the last two version releases, one to fix bugs and one to deal with the major change, happened after the 12 month initial maintenance paid when the user initially bought the app, does the user have to pay again?
Any form of updates (bug fix, functionality, comparability etc) require an active license, so if an update was needed more than a year after the initial purchase, then yes, you would need to have renewed your license/support for that product.

Renewals for cloud and server addons are 50% of the original purchase price. If you do not renew you are able to keep using the product, just without access to support or upgrades (perpetual).
Renewals for Datacenter addons are 100% of the original purchase price - and you MUST renew to continue using them (non-perpetual license).
