It looks like the site has been reactivated today. I found there was a support ticket created by the site-admin and one of our customer advocates was able to reactivate the site.
For other users that might come across this and have a deactivated site, the portal entry of https://support.atlassian.com/contact/#/?inquiry_category=billing_licensing&reason=access_issues&support_type=customer
should allow a site-admin to create a ticket with our CA team that can review and possibly reactivate the site.
