We are planning to upgrade our Jira software to latest version. First we need to upgrade 8.0 followed by 8.22 or else we can directly upgrade to 8.22 version.

So, I've done the following. BE CAREFUL ON THIS!
During the upgrade process:
1. Make a backup of the old server (this puts the contents of the DB into an XML file)
2. shut down Jira
3. shut down the DB
4. Upgrade the Jira application.
5. Create a blank DB in the new version of your DB server. Make a note of all of the connection information.
6. Move/rename dbconfig.xml in your Jira Home directory
7. Start up Jira. This will go through the configuration process.
8. It will find that it needs to connect to the database. Supply the new database connection info.
9. It will ask how to populate the data. Select backup from the XML file.

The primary tool for migrating from Jira Server to Cloud (Jira Cloud Migration Assistant) supports Jira versions 7.6.0 and higher, so you should be all set.
Atlassian doesn't provide direct support for migrations to cloud, but works with solution partners (like the company I work for, ReleaseTEAM) that plan and execute the migrations.

Does Atlassian provide cloud migration support for EOL Jira versions. Our Jira current versions is 7.13.18.

You should be able to upgrade Jira from 7.0.11 to 8.22 directly. Other parts of the upgrade you should look at include
1. Checking to see if your current database version needs to be upgraded
2. Upgrading your Marketplace apps
