Jira Software and Harvest Time Tracker Integration - set to remember the association

Is it possible to select a Harvest Time Tracker project and task from within the Jira issue as soon as the issue is created, without yet logging time, so that the same Harvest project/task remains upon returning to that issue later? It appears that the specific Harvest code re-sets to whatever a given user last selected (even if they made that selection in a different epic with a different billing code).
