Is there a hidden profile setting to change my time to use 24 hr time instead of AM/PM?

If not, where do I request features to Jira Software (cloud)

Currently the time format is a global configuration setting for your site. It cannot be set as part of your user profile.

That has already been added as a suggestion here. You can add your vote to that issue.
