I am not able to see the "Boards" tab in jira and i have observed lot of Application components are disabled.

What does it do when you click the install button in Managa Applications? It dies take a while (a few minutes) as the download is quite large.

Ok, that means it's taking too long to start the apps up. Jira Software and Service Desk are quite heavy and the usual problem here is that they need more resources, or at least time to get things started.
If you click "learn more" you should land on a page all about resourcing and time to start up.
