Quick question: does the "Standard" plan allows multi-project configuration?

Depends on what you mean by Multi-project. Can you do roadmaps using multiple projects under the standard plan? No, that is only available for the Jira Premium subscription.

Can you create multiple projects under the Standard Plan and use shared schemes between them? Yes, you can.

But while using the standard Roadmap function, am I still able to craft one roadmap for each project (1-to-1 relationship)?

I don't need one roadmap to cluster all projects, but I do need one roadmap per project.

Yes, you can still do one roadmap for each project using the standard plan.
