I want to create a start date rule: When the summary has Test in it, it automatically sets the start date to whenever the ticket was created. I have this following automation rule, which is not working.

For a question like this, please also include an image of the audit log details showing the rule execution, and images of the actions / conditions, etc. Those will provide context for the community to offer suggestions.

From your rule image, the condition appears incorrect.
You could test if the Summary contains "Test-" or you could use a smart value condition on the expression you have noted to test with the function startsWith()
