Is there a way to have different resolutions/priorities per issue type or workflow. Can we create schemes like we do with other items in JIRA
No. Priorities are an absolutely fixed list.
Resolutions are also a fixed list, but you can include/exclude them from the field in the workflow. It's a really ugly clunkly workaround, but can be made to work.

The resolutions you want to include are on the workflow properties.
