Jira Sub-Tasks not being assigned fixed versions after placing the User Story in a version? 

JIRA is not assigning "fixed versions" to SUB-TASKS after I assign a "fixed version" to a User Story.

Is this by design? Or is there a setting that needs to be enabled?

Yes that's by design.  When looking at the scope of a release (fixVersion), the audience in most cases does not need to know the details even though they have access to it by drilling down to the non subtask issues.

With that said, I do wish there was a way to query for all grandchildren of a fixVersion.
