please try to clean your browser cache first! If the issue persists please try to restart your application cleaning the plugins cache at server side.
It should fix your issue.

I already fixed this error by restarting Jira, but it is not the only thing that I've done. I also deleted the Indexes V1 folder and osgi and bundled plugins folder then start Jira and do a Full Re index.
I did that because every time that I do a background reindex or restart our jira, it will suddenly not start and display an error message about plugins. The only thing to fix it is to delete the Indexes V1 folder.
Regarding our display problem, it is just a problem with our random users, not all. They already tried to access Jira from a different browser and even on mobile but still, the UI seems gone. Some of our users didn't encounter that problem.

Could you please confirm if this error is still happening?
This is very strange to see. It is as if there was a css style sheet that did not load in your browser. You mentioned this was Chrome, but are you running any extensions in Chrome?
I'd be interested to see if you can use the developer tools in Chrome to recreate this problem and then look in the browse console log in order to see what elements are failing to load.
Does this problem happen in other browsers? Like Firefox or IE? What about if you use Chrome, but enable an incognito session first? Does it look better there? Incognito mode tends to disable user extensions and also not load any existing cookies/cache from that site.
