We are merging two instances of Jira (Data Center) into one. We will be exporting the projects from the source (using Project Configurator) and importing into the target.
The issue we have is that the user names for users are different in each instance (although they are the same set of people).
Is there any way we can map user data from the imported projects so that all user history is associated with the correct users in the target instance?

Have you considered aligning the usernames prior to doing the migration, rather than trying to solve this in PC?
This is often the easier solution, from my experience.

Sadly this is not an option. The source instance is behind a client firewall, highly secure and to which I do not have access. The client will provide the extracted projects which we will import into a new Jira instance.
Once imported we will the need to consolidate the old users against a user directory linked with OKTA.
I don't plan to resolve in PC, but after the import. Are you aware of any good ways of mapping the user data after the import?
