Jira Webhook to MS Teams DM?

I know that a webhook can be sent directly to a MS Teams Channel, but I'd like to send an adaptive card directly to the person via a Teams DM.. which doesn't seem to be an option for webhooks.

My idea is to create the webhook, include their Jira email in the JSON (matches the Teams email exactly), extract the email from the JSON, then use MS Graph API to cross reference the emails and send. 

Is this possible? Does something like this already exist?
