Jira Work Management Screen Showing After Creating Issue From a Form??

This may be a dumb question.....    For a regular non-admin (I'm a site admin) user -- where does the GET STARTED button link take you?    For me it gives me the option to create a new Jira project which is something regular users cannot do.

I've searched for reference, and I can't find anything.    Thanks
