Is it possible for an Epic to automatically create different issues such as Story, Task in Jira server without the use of addon?
We are currently using Jira server version 8.13.11

Not OOTB. But you may have an addon app that can certainly achieve this. Examples: Automation for Jira, Scriptrunner, Power Scripts, etc...
