Jira cloud changes limiting who can start a sprint!

So there seems to have been some changes made to Jira that requires you to be an admin if the filter query for your sprint board is too complex! 

What is the reasoning behind this change? I now have a team that can't control their sprints unless i make them admins for Jira.  Why does the complexity of a filter change who can and cannot run sprints?  The team had access in the last sprint so this change has happened in the last 2 weeks.
