Jira core and groups/issues

I'm struggling with groups and issues. I've created a group that I added a user into. The group has no product access. Where do I add Jira Core access and be able to share search filters with that new group?

So I created a new group and added a user. I then went to Global permissions and added the group to Share dashboards and filters permissions setting.

When I go to the dashboard and try to add another group I still only see the 3 default groups that I can share with (admins, site-admins and Jira-admins). SHouldn't the new group I added under global permissions be listed now?
