Jira create issue validation

I know this issue already reported by many people but looking any option available on my issue.

Is there any possibility to restrict create issue for particular role. I added this restriction on workflow create "Validator" but this is validating after click on "Create" button by user. My team asking me to show that error message upfront as soon as open create screen. Is there anyway that we can validate user is in PM or BA role. If the user is in any one of the role then allow creation otherwise show the message that you don't have permission to create.

Any suggestion on this much appreciated.

The only way you possibly could do that on server or DC jira, is by using scriptrunner's behaviours.
