In Jira: what is the difference between billable and non billable users?

 

Atlassian says that, say, in a Standard plan, we can have till 50 000 users... but our plan is up to 50 billable users. 

Is not clear for me, as admin, how can I migrate billable users to "free" users?

Suppose we use Jira only as product.

Hey @Serge DUDNIC

 

With a standard subscription on your site, you can add up to 50,000 users. However, these are all billed users.

'Your plan is up to 50 billable users' would actually mean the user tier for your site. As you add more users to your site, the user tier changes, and accordingly the pricing also changes.

The Free users are available only in the Free plan where you can have up to 10 users only.

that is not true, our subscription is up to 50 billable users, and I Atlassian will not permit me to add more users, i should change subscription, what is that 50 000 i don't understand. image.png

worse than that, we arrived at a moment to have 53/50 users, I don't understand either what is the point of that, or it's a bug...
