My team is looking to use Jira to track work flow across a geographically diverse multi team effort. It must track workflow including time on task (to the minute), task tracking across and between teams including automated work flow from and to client and contract vendors all in a secure domain. Additionally, there is significant automated data transfer between proprietary and vendor systems that must be checked for QA and record keeping purposes requiring a robust reports and analytics function with time or function triggered automatic reports. What recommended JIRA plugin(s) would you recommend for this rather broad requirements set? Team size is near 200 but could grow over time.

In terms of time-tracking, our team at OBSS built Timepiece - Time in Status for Jira app for these needs. It is available for Jira Server, Cloud, and Data Center.
Time in Status allows you to see how much time each issue spent on each status or assigned to each assignee. For your particular case, there is also a group duration report which allows you to see how much total time each issue spent assigned to members of each user group (teamA, teamB, customerA, customerB, vendorA, vendorB, etc.)
You can combine statuses into consolidated columns to see metrics like Ticket Age, Cycle Time, or Lead Time.
You can calculate averages and sums of those durations grouped by the issue fields you select. Once again for your case, you can mark your tickets even across different projects (using a label, custom field, etc.) to get "sum" reports. (For example total InProgress time for a work-package that is tracked by multiple tickets across different projects)
The app calculates its reports using already existing Jira issue histories so when you install the app, you don't need to add anything to your issue workflows and you can get reports on your past issues as well.
The app has custom calendar support. Since you have geographically diverse teams, this one might be particularly important for you. For each report type, you can define your own calendars with your own working days, working hours, holidays, and timezone.
Time in Status reports can be accessed through its own reporting page, dashboard gadgets, and issue view screen tabs. All these options can provide both calculated data tables and charts.

For time on task, you can try Status Time app developed by my team. It provides reports on how much time passed in each status.
It is secure by design because it neither stores nor processes issue data on its servers. It is also Cloud Security participant. That is it offers verified security by participating in the Marketplace Bug Bounty program.
Once you enter your working calendar into the app, it takes your working schedule into account too. That is, "In Progress" time of an issue opened on Friday at 5 PM and closed on Monday at 9 AM, will be a few hours rather than 3 days. It has various other reports like assignee time, status entry dates, average/sum reports by any field(eg. average in progress time by project, average cycle time by issue creation month). And all these are available as gadgets on the dashboard too. Here is the online demo link, you can see it in action and try without installing the app.
