In our Organization we would like to set up a new instances and seperate the costs. Below the use case :
We have jira software InstanceA with (X + Y) number of users
We want to create a jira software InstanceB (X + Z) users and a billablr plug-in (XRay).
Both instances would have X users in common.
How the billing works for this case ? Are the bills seperated ? Will we have a bill A for InstanceA and a bill for InstanceB ?

The billing is going to vary with the tier of Jira Software Cloud you purchase.
If you're looking at Jira Premium, you'd set up two organizations (one instance per site) and receive two bills.
For site A: Jira Premium for (X+Y) users
For site B: Jira Premium for (X+Z) users + App for (X+Z) users
The alternative is Enterprise, which can prevent double-billing of your X users. The billing would be "by heartbeat".
IN a single bill, you'd get billed in the following manner:
Jira Software Enterprise users: (X+Y+Z)
For site B: App for (X+Z) users.
