Jira not picking up Bitbucket (server) branches that have Jira Keys in the branch name

Lets say I have a Jira issues "ABC-123".

If I create a jira branch called "release/ABC-123" with commits on it.  This branch will not show up on the "Development" section of the Jira issue.

If I push a commit to the same branch and it has "ABC-123" as part of the commit message, then under the "Development" section  I do see the commit reference, and the branch reference.

My expectation is that the branch should show up on that list with or without the commit having the ticket id in a commit message or not.

I have no idea how long this has been happening.  A majority of our Bitbucket projects have a hook in place enforcing the requirement of a valid ticket reference in all commit IDs so this hasn't been noticed until recently.

Any ideas what could be the issue here?

Bitbucket server 7.2.1.6

Jira server 8.20.9
