Jira plugin enabling for specific users (Easy agile User story map)

We would like to start using Easy agile user story map for a few users only. Is it possible to make a selection to limit costs and first learn before we spread out to the rest of the organisation?

Unfortunately that is not possible. I would recommend first creating a separate test instance of Jira with fewer users and try the add-on there.

Such a feature would not be possible, as add-ons do not have a way to restrict or allow specific users. 

Add-ons do not have their own user management system to restrict or allow only certain users to use it within a system. After installing an add-on, any licensed user can access and use it.  Therefore, an add-on license must match the user tier of the product you are adding this add-on to.

There's an ongoing request below in order to correct the issue with the user management system, which would allow for individual users being provided access to an add-on:
