Jira report for planning workforce

I want to create a  report using Jira built in features based on specific epics or user story Labels on the backlog to see how long it may take to finish a full body of work. 

The goal is to assess if more staff will be needed in future sprints based. I'm also wondering if there is another way to plan hiring more staff based on jira reports or any suggested addons apps.

Based on the requirements, I would suggest you look at the features offered by Jira Roadmaps. The advanced version includes features that enable planning with team bandwidth.
