Users now can get project admin permissions to their own projects but want the ability to modify their project schemes. We had heard there was a permission higher that project admin without making them jira admin. What would be the best way to enable them to modify their own project schemes?

There is nothing higher unless you get a plugin.
You can give them project admin permissions. However, if one the schemes is shared by another project, they will lose the editing capabilities and only sys admins will able to change them.

Our experience, is that even with dedicated schemes, project admins still can't edit their project schemes; i.e. add/edit fields, modify schemes, etc.
What plugins would work with Jira server to give enhanced permissions?
