With regards the above it will be hard to say what is wrong just from your description.
I will start by checking the following:
- Does our current setup match the recommended Support platform from Atlassian?
- Does the problem occur on other browsers or isolated to chrome?
- Are any errors being thrown in logs that will help identify a root cause?
- Review upgrade process and ensure all settings in the old version were copied over for example the xmx and xms settings.
These are the first things I would check while also rolling back the upgrade because if the performance is very bad then using the instance as is would be better.
Normally before upgrading, I recommend always checking and confirming the performance on a test server before attempting production instance upgrade.
